Nov. 3, 1962 - President Kennedy has decided to insist on international ground inspection of Soviet missile sites in Cuba before certifying at the U.N. that Moscow has honored its agreement. The tough stance adopted by Washington was intended to influence the continuing negotiations for inspection arrangements. Washington sources said no satisfactory proposals had yet been made by the Soviet or Cuban Governments about international inspection of former and potential missile sites. Until such investigation is effective, U.S. planes will continue to fly daily on extensive reconnaissance missions over Cuban territory.
