Two Members of NYPD Charged with Excessive Use of Force

May 23, 1962 - The New York Civil Liberties Union today asked New York Police Commissioner Michael J. Murphy to institute disciplinary proceedings against Captain Albert Seedman (pictured left) and Assistant Chief Inspector Raymond V. Martin for “excessive and improper use of force” against Anthony Portelli and Anthony Dellernia (pictured right). Portelli and Dellernia have been charged with the slaying last Friday of Detectives Luke Fallon, 56, and John P. Finnegan, 28, both of the Parkville Precinct in Brooklyn. The double murder occurred during a hold-up in the Boro Park Tobacco Company, 1165 48th Street, Brooklyn. The Civil Liberties Union said that Captain Seedman and Inspector Martin had used excessive force in making “the suspects pose for photographs in pictures later used in television newscasts and in newspapers.” No one was available at Police Headquarters to comment on the complaint. It was the first time a pair of NYPD officers had been killed on duty in 30 years.
